§ 20. For our faith, brethren, is not of men nor by man, but by revelation of Jesus Christ, which the divine Apostles preached, the holy Ecumenical Councils confirmed, the greatest and wisest teachers of the world handed down in succession, and the shed blood of the holy martyrs ratified. Let us hold fast to the confession which we have received unadulterated from such men, turning away from every novelty as a suggestion of the devil. He that accepts a novelty reproaches with deficiency the preached Orthodox Faith. All, therefore, innovating, either by heresy or schism, have voluntarily clothed themselves, according to the Psalm (cix. 18), ("with a curse as with a garment,") whether they be Popes, or Patriarchs, or Clergy, or Laity; nay, if any one, though an angel from heaven, preach any other Gospel unto you than that ye have received, let him be accursed. Patriarch's meeting with Pope getting nearer - Metropolitan Hilarion

Moscow, November 26, Interfax - The meeting between the Moscow Patriarch and the Pope is getting nearer each day, the Russian Orthodox Church said.

"Each day brings us closer to this meeting between the Pope and Patriarch," head of the Moscow Patriarchate Department for External Church Relations Metropolitan Hilarion of Volokolamsk, told journalists in Moscow.

"Right now we are not prepared to make known the date, nor are we engaged in any concrete preparations for the meeting, but we are certainly getting closer to it. It is a calendar and astronomical fact," he said.

The work carried out by the Russian Church with the Catholic Church is aimed "improving the general climate and achieving a higher level of mutual understanding," he added.

Russian missionary: Moldavian marginal Orthodox believers are part of Western project
Kishinev, November 25, Interfax - Professor of the Moscow Theological Academy Protodeacon Andrey Kurayev believes the marginal Society of Blessed Matrona of Moscow led by Archpriest Anatoly Chibrik is backed by the Western political circles.

"The "society" headed by Anatoly Chibrik has no Moldavian focus. This is an instance of a large-scale project aimed at pursuing schism in the Orthodox Church. The project counts several dozen years. It is sponsored by a Western source," Father Andrey said in an interview published Thursday in the Moldavian issue of Argumenty i Facty weekly.

According to him, if the American intelligence is capable of fostering such anti-Western movement as the Taliban, "it is no wonder that such extreme schismatic groups in the Orthodox community may interest the same customers."

"To prevent the Orthodox Church from becoming an alternative to the American way of "globalization", it should look ridiculous, marginal and broken down. The American Pentecostals have spread the word about the "Number of the Beast" in bar-codes and the alleged reign of the beast," Father Andrey said.

In early October, Father Chibrik, who is currently tried by the Church court, started a fight at Fr. Andrey's lecture delivered in Kishinev. Several dozen aggressive followers of Fr. Chibrik rushed into the lecture hall with threats, beat down the faculty dean and smashed Fr. Andrey in the face.

Late last year, this group members held the anti-Semitic riot in the city center stating that they would not allow Moldavia to "governed by Jews" and tore down Jewish symbols, which were put up in the park two days before to celebrate Chanukah.

Moscow rejects U.S. allegations about religious inequality
Moscow, November 22, Interfax - Russia's Foreign Ministry rejected allegations by the U.S. State Department that there exists inequality between religious communities representing different faiths in Russia.

The State Department made its allegations in the 2010 Report on International Religious Freedom.

"The authors of the State Department report were unable to ignore positive trends in our country relating to religious freedoms," the ministry spokesman said in a statement.

However, "the American experts tried to dilute this impression by listing hackneyed complaints about the 'persecution' of totalitarian religious sects and the allegedly privileged status of the Russian Orthodox Church," he said.

If the Orthodox Church enjoys a privileged status in Russia, "one should speak about the same status of the Catholic Church in Italy or Poland, the Muslim [community] in Turkey or Jordan, or the Buddhist [community] in India or Japan," the spokesman said.

"The crux of the matter is apparently not privileges but social status. Such status above all depends on what proportion of the population wants to join a specific church. The Orthodox Church in Russia has traditionally commanded the largest flock, and the State Department report mentions it, by the way," he said.

"The Muslim denomination is second in our country in terms of the number of believers, etc.," the spokesman said.

"Consequently, different denominations and religions may have different representation in civil society institutions. But that is a human factor," he said.

"Legally, the various denominations are equal in status in our country. The growth of the number of registered religious communities, of which there already are 23,500 in Russia, is evidence of this," the spokesman said.

"Interdenominational peace and harmony is an invaluable asset of Russia, something that we treat very carefully, making all necessary efforts to preserve it," he said.

Russian Church is ready to help USA compile more objective reports on international religious freedom


The USA Department of State has recently published its annual report on international religious freedom. Many Russian religious experts believe that its section on Russia lacks objectivity and analytical depth the same as in previous years.

Deputy head of the Moscow Patriarchate Department for External Church Relations Hegumen Philipp (Ryabykh) tells Interfax-Religion correspondent Alexey Sosedov about strong and weak sides of the report and things that can be done to make it more objective in the future.


-Father Philipp, please share your impressions on the report
- Annual reports of the USA Department of State on religious freedom have long ago become an informational event for many experts and politicians in Russia. I think that such external view on religious freedom in Russia and other countries can be useful for international discussion over models of interaction between religion and society. Representatives of the Russian Church constantly participate in such discussion on the world arena and in certain countries, for example when registering our parishes and dioceses abroad or when discussing norms adopted by international organizations in this field.

Report 2010 has one essential advantage: it gives rather detailed and reliable description of legal norms, state and public measures taken to provide religious freedom and also some events in the country's religious life. The statistic data cited in the report mentions perish of Orthodox priests and damage inflicted to Orthodox churches.

However, an external view presented in the report has a significant defect that is difficult or perhaps even impossible to overcome. And we always have to consider this serious deviation when we read such reports and discuss them. I hardly believe that representatives of any country that openly declares its national interests will ever base their evaluations on real interests of the society whether it is the Russian society or society of any other country they try to analyze.

- With what particular things do you disagree in the analysis of the religious situation in Russia made by the USA authorities?
- First of all, the report absolutizes religious freedom and its provision at the expense of other important freedoms and values of public life the society can't do without. The report leaves an impression that democracy and prosperity in the country depend only on the society's ability to provide comfortable conditions for religious minorities or even micro groups of various kinds. Freedoms of other part of the society, security, preservation of original national, spiritual and cultural tradition fade at this background. The report considers it least of all that's why it criticizes a 15-year term for obtaining registration or the expert council at the Justice Ministry which was set up to find signs of extremism in religious literature.

The situation with religious education is covered absolutely tendentiously. It refers to lessons of Orthodoxy in schools, but keeps silence over the fact that in Islamic and Buddhist regions foundations of corresponding religious culture are taught. There are schools where Jewish tradition is in the curriculum. Results of the religious educational experiment held in the country's 19 regions sound strange. The report claims that majority of parents have choosen secular ethics for their children and at the same time it mentions that representatives of the Russian Church press on the parents to make them chose Orthodox culture. Is it logical? These conclusions don't match. If Russian church representatives pressed then, according to the report logics, rather significant percent of parents should have chosen foundations of Orthodoxy. Authors of this analysis ignore the fact that today some regional officials of low rank try to influence the parents and make them chose secular ethics. We know such cases and it's strange that reporters who claim to keep the dialogue with all religious organizations in the country do not know such examples or haven't reflected them in the report.

Besides, information that the Russian Church urged to stop Darwinism in schools is presented in a negative way. It's evident there was a US Democratic Party representative among the report authors as there is a wide discussion in America over covering various attitudes to world and human origin at school curriculum. It's worth mentioning that in the past the United States gave an opportunity to priests on Freedom Radio to expose scientific dogmas of the Soviet system and Darwinism in particular. And when the situation in Russian has changed and the country obtained an opportunity to give people religious education basing on their free choice, there appears such unexpected criticism in the field.

The report overemphasizes importance of some scientists and students' protests against presence of religion in Russian educational system. It points out to the student performance in St.Petersburg University in 2009 at a conference on religion and international relations, it says it was demonstration of public opinion. I participated in the conference and I can say that three-four students took part in the action and no one in the congress hall supported them and after the conference majority of students said they didn't accept such actions. It seems that the reporters don't want to see that the model when religion is present in educational system rules out pressure and secures the right of citizens to bring up their children in compliance with their world outlook.

- Major part of the report is dedicated to giving back the property...
- Unfortunately, actions of the government taken to overcome consequences of Soviet times and injustice to religious organizations, and support given to these actions by traditional religions are presented negatively. The report cites strange arguments similar to the report of the previous year that the Russian Church did not own churches and monasteries before 1917, but it doesn't mention that Orthodoxy was a state religion with all ensuing consequences. Current situation has dramatically changed, the state is secular. Thus even if before revolution religious property belonged to the state, the Church was then built in the state system, while today due to secular character of the state such objects should be transferred to religious organizations in ownership or use.

Surprising is an example of the Novodevichy Convent transferred to exclusive ownership of the Church. When examining various violations of religious rights the reporters cite international law, but when speaking about the convent they say nothing about important norms of international laws that regulate preservation of cultural objects enlisted as UNESCO world heritage when religious organizations own or use such objects. UNESCO in such cases stands up to protect rights of the believers and make religious organizations freely use such cultural sites.

At the backgrounds of critical attitude to the actions of the state taken to return expropriated property, the reporters selectively back up rights of the Russian Jewish community on returning Schneerson library and refer to international agreements. Support of some religious communities and creating negative image of other ones also arouse mistrust to the report.

There is one important remark as to the report methodology. It focuses on securing rights of religious minorities. The Russian Church believes that state and society should secure rights of all citizens and not only some of them. Minorities' rights shouldn't be secured at the expense of majority's rights. It often happens that minorities obtain permission for such activity that directly violates rights of the other part of the society.

For example, the report blames Orthodox public organizations for their criticism against actions of religious minorities. However, it doesn't mention that the latter sometimes have very critical or even aggressive position against the Russian Church, it's enough to analyze speeches of some religious leaders of the country. But such speeches are not mentioned in the report and it also makes us doubt fairness of the reporters' evaluations.

The report stresses that equality of religious organizations before the law is an important element. At the same time, it critically says that the Russian Church have more opportunities to reach the society and cooperates with the state. In this connection we should say that such situation in the country doesn't violate the principle of religious organizations equality before the law. Even the reporters say that about hundred million Russians call themselves Orthodox. Thus to secure rights of these citizens more work of the authorities is needed and the Russian Church needs to cooperate with the society to secure rights of these citizens. It is impossible to cooperate with religious minorities to the same degree as it will be out of proportions to their presence in the society and infringe rights of the citizens who adhere to the religion of majority.

The report expresses concerns over the growth of the Russian Church political influence and it is presented as violation of religious freedom. It points out to the cooperation with the United Russia party, other political parties and institutes of the country. But it makes me wonder why such interaction is evaluated negatively: in the United States political forces actively cooperate with religious organizations, politicians speak at religious meetings and it is a democratic process when the country's major political forces build a dialogue with religious organizations. According to the Constitution, Russia stands for pluralism of world outlooks and the duty of any political party is not to ignore the country's religious communities.

The Department of State believes that another example of religious freedom violation is the fact that Christmas is a state holiday and the new memorial date - Day of Russia's Baptism was introduced in the calendar and the Day of Slavic Scripture and Culture is widely celebrated. However, it only vaguely mentions that main Islamic feasts are officially celebrated in some Russian regions. Such information is not full as for example some Buddhist regions celebrate Buddhist feasts. The system adopted in Russia corresponds to democratic requirements as various groups of the society have an opportunity to celebrate main religious feasts.

Besides, such attitude to Christmas is absolutely unclear as this feast as well as some other Christian feasts is a state holiday in the States. Celebrations of such dates in Europe, America and Russia emphasize the importance given to the country's main religious tradition. At the same time, the state doesn't make people go to churches on these days, people spend their free time as they like.

-What would you wish to future State Department reports?
- I'd like to wish that in the future the report will have truly equal, friendly attitude to various religious organizations and will avoid selectiveness so that religious situation is reflected more fully and different points of view are presented - not only claims of religious minorities to the state or to the religious organizations of the majority, but the opinion of the Russian Church as well. We are ready for consultations, for the dialogue on a standing basis. Such a dialogue will help overcome all mentioned defects of the report.

- Have representatives of the USA external political department tried to set up dialogue with the Russian Church Department for External Church Relations, especially when preparing such reports?
- The USA Embassy turns to us when they want to clear out church position on some questions, but it usually happens once a year when the report is prepared and certainly it is impossible to touch upon all the problems during a one-hour talk. I think that representatives of the Department of State should hold consultations with various structures of the Russian Church depending on the questions they are interested in as well as with regional organizations of the Moscow Patriarchate. Sometimes there is an impression that such meetings are very formal, needed only for record and in fact position of the Orthodox Church is not examined and considered. Sometimes there is an impression that USA colleagues are not truly interested in our position and in reflecting it in the report.

People’s Assembly of Georgia expresses no confidence in Saakashvili

TBILISI, November 25 (Itar-Tass) -- The congress of the People’s Assembly of Georgia closed on Thursday by adopting a resolution of no confidence in the authorities. According to organizers, the congress, which took place in the square in front of the Parliament of Georgia and Rustaveli Avenue gathered about 15 thousand demonstrators. During the congress the avenue remained closed to traffic.

The congress’s resolution declares "lack of confidence in the president and the country's authorities."

"The nation-wide assembly is empowered to call upon the people to fight for a peaceful, legal replacement of the current authorities and spearhead the work for achieving this goal,” the document says. “In all regions and cities committees will be set up to prepare for a national civil disobedience campaign.

The congress voted for a "verdict of no confidence in President Saakashvili and the Georgian authorities", which states that "the president has lost the confidence of the people, carried out the monopolization of state power, established an authoritarian regime in the country and ignores the principles of law and justice."

"The people of Georgia expresses its readiness to conduct new fair elections in order to decide their political future," the document says.

Putin regards Russian base in Tajikistan as factor of stability

DUSHANBE, November 25 (Itar-Tass) -- The Russian military base in Tajikistan is an important factor of stability in the region and proof of mutual confidence between the two countries, Prime Minister Vladimir Putin declared at Russo-Tajik talks on Thursday.

"Cooperation between the defence departments of the two countries and the presence of a full- format, fully-fledged Russian military base in Tajikistan on a long-term basis is a serious sign of mutual confidence between the two countries," Putin stressed. "This is an important factor of stability in this region, taking into account difficult processes continuing in Afghanistan," Putin said.

"All of us should do big work in Central Asia so that people could feel confident, be calm and reliably protected there," the Russian prime minister said.

Putin praised successful development of trade and economic contacts which were badly damaged as a result of the world economic and financial crisis, but which have been steadily revived in recent months. Putin also reminded of a number of joint projects Russia and Tajikistan had realized together or are implementing at present, including the construction of the Sangtuda-1 hydropower plant , which is the most important project underway at present.

Putin calls to set partnership with Kyrgyzstan on business course

DUSHANBE, November 25 (Itar-Tass) -- Russia and Kyrgyzstan should bring their partnership to a normal, business course, Prime Minister Vladimir Putin declared at a meeting with Kyrgyz President of the transitional period Rosa Otunbayeva on Thursday. "We welcomed the Kyrgyz parliamentary election, and hope that the work on the formation of a new government will be completed soon," Putin said.

"In times of hardships in Kyrgyzstan Russia did everything possible to support Kyrgyzstan and its people. We rendered all the necessary, prompt assistance and gave humanitarian support to Kyrgyzstan," Putin said.

"Russia and Kyrgyzstan should bring their relations to a normal, business course and bring their day-to-day activities to a normal regime," Putin declared.

For her part Rosa Otunbayeva said that Kyrgyzstan appreciates Russia’ s assistance. "We heard Russia’s voice during those "hot" days and received Russia's support, which was vitally important," Otunbayeva said.

Poland welcomes Russia’s Duma Katyn statement

Polish politicians have welcomed a draft statement on the Katyn massacre being discussed by Russia’s State Duma.

Polish sejm speaker Grzegorz Schetyna believes this to be an important step towards strengthening bilateral relations.

A deputy from the Polish Peasant Party thinks that the bill should be highly assessed by Poland as a gesture of rapprochement.

Russia’s State Duma has proposed to recognize the Katyn massacre as a Stalin regime crime.

In 1940, thousands of Polish officers were executed in the Katyn forest near the city of Smolensk.

Medvedev hands over Poland Katyn massacre documents

Prior to the WWII celebrations, Russia’s president Dmitry Medvedev has handed over official papers from the investigation into the Katyn massacre to the acting President of Poland, Bronislaw Komorowski.

The acting Polish president, in turn, expressed his gratitude to the Russian government for the move, which is widely viewed as a step towards improving the countries’ relation.

"We thank you for what you have said and done. We consider it to be the beginning of further work to untie this Katyn knot," Komorowski said.

"The truth about Katyn is a common test that both the Polish and Russian people have endured. This truth could be a good basis for the development of relations between the two countries," he added.

Bronislaw Komorowski has come to Moscow to take part in the Victory Day celebrations this weekend. Dmitry Medvedev thanked the acting president for his willingness to attend the festive events.

The documents, which have also been published online, show that the killing of over twenty thousand Polish officers and prisoners of war in Katyn in 1940 was approved by Soviet leaders led by Stalin.

First acknowledged by Soviet leader Mikhail Gorbachev, the massacre has become a major strain in Russian-Polish relations in recent years.

Correspondence archives of the last Russian imperial family will be put up for sale in Geneva on December 6.

More than 2,000 letters, drawings, photographs, cable messages and postcards from Grand Dukes George and Mikhail and Grand Duchesses Xenia and Olga to their Swiss tutor Ferdinand Thormeyer will be auctioned along with a silver cigarette-case and a sapphire – a gift to Thormeyer from Crown Prince Nicholas and Grand Duke George.

Beneath Contempt ( A Second Open Letter To Fr. Andrew Phillips & The Clerics Of ROCOR)

It has now been nearly a month since my initial correspondence to you. You have as yet not responded. On your website, Orthodox England, you have felt it necessary to provide your readers with a Russian history lesson and a list of Russian freemasons, which curiously omits many of the ne'er thee wells of the last Duma as well as the Provisional Government and Army, not to mention the former Imperial House, viz. the "Nikolaevichi" and "Vladimirovichi." Pathetically, you also fail to mention YOUR OWN Metropolitan in that list and his Latin American "concordats" which have resulted in certain "juridicial advantages" for a ROCOR unwanted and morally compromised in the eyes of Latin American believers.

But you do make one curious statement which reads roughly, "Of course, it is well known that the freemasons were responsible for the overthrow of the Russian monarchy." Then you leave it at that. No mention of Arthur Ransome's DIRECTED role in the Rasputin slander of the Holy New Martyr Tsarina Alexandra and the martyred Tsarevny, DIRECTED BY AMBASSADOR BUCHANAN AND THE BRITISH FOREIGN OFFICE (BFO). You curiously fail to mention how that BFO directed the strikes and Duma reaction to them in those days of late february. You fail to mention that that BFO essentially appointed the "provisional" (USURPER!) governments, be they that of Lvov or especially that of Kerensky. You fail to mention that that BFO encouraged the "dual rule" which transpired as a result of the February White Treason and had a hand in the various soviets as well as their orchestration of an "arrangement" with Lenin and the Bolsheviks as a result of the "July Days" of the FREEMASON AND TRAITOR (The Bolsheviks were ARMED by Kerensky at the suggestion of Arthur Ransome through the BFO), General Kornilov. You also curiously fail to mention that the White Movement was started by these same Russian freemasons and that they WERE IN NO WAY INTERESTED IN RESTORING THE LEGITIMATE RULER OF ALL THE RUSSIAs, BUT WERE, FOR ALL PRACTICAL PURPOSES, ATTEMPTING TO ORGANIZE A WESTERN FREEMASONIC PLEIBESCITE AGAINST THE BOLSHEVIKS, WHO VACILLATED BETWEEN BRITISH & PRUSSIAN PATRONAGE. After all, Arthur Ransome relayed intelligence to the Bolsheviks and Trotsky at the behest of the BFO, in turn receiving intelligence on Prussian activities in Russia. Arthur Ransome, who was so ever present at meetings of Bolshevik soviets, even in the aftermath of the April Theses of 1917.

Perhaps, you weren't so fully aware of these things and the role of your VILE nation, Britain, a nation increasingly GODLESS BY POPULAR VOLITION and a pioneer in the "renunciation of baptism" movement poisoning the "New Europe," in the savagery and atrocities YOUR GOVERNMENT SET IN MOTION on Russian soil. Or is guilt for the martyrdom of old Russia something you wish to "politely ignore"?! How +Kallistos Ware of you. Enough of your cowardice and presumption. John Shaw, who, AFTER OVER FORTY YEARS AND EPISCOPAL CONSECRATION, STILL HAS NOT BEEN BAPTIZED IN THE ORTHODOX CHURCH, the UNA SANCTA. Since when did ROCOR adopt the WCC's BEM?!) has perpetuated your folly with wrath, albeit with more honesty. Metropolitan Alfeev's odious and sectarian FILTH is something they cherish there, calling him their "beloved Metropolitan Ilarion." It seems they want to distinguish between their freemasonic Hilarion and their crypto-Uniate, Renovationist, HERETIC "Ilarion." They do so ever enjoy parading images of photo opportunities between Anglican HIEROSODOMITES and your ROCOR Archbishop of San Francisco. The images that stirs of the "faithful" he ministers are appallingly inappropriate. Is this his "Christian concession" to "San Francisco values"?! The ROCOR site even relishes photo ops with a pretender to the Throne of All the Russias, whose direct ancestors were freemasons and at the gates of the Winter Palace in 1917, threatening the Tsarevich, the Tsarina and the Tsarevny. It seems they like association with such unrepentent ENEMIES OF THE RUSSIAN MONARCHY AND THE RUSSIAN PEOPLE. After all, the Grabbes and Rodziankos were/are "esteemed" churchmen of ROCOR, are they not?! Or is Fr. Potapov's matushka "not to blame" for pursuing the SAME COURSE OF BETRAYAL AND MARTYRDOM OF RUSSIA her grandfather perpetrated with abandon and revolutionary fervour?

Where is your "history lesson" for them, Father?

I personally attended seminary with the man who is now Fr. Seraphim Gan. He was a boy then fresh out of high school, all of eighteen years when he entered. I noticed then a proclivity to slavish fealty to the various cliques which surround ROCOR hierarchs and their "agendas" along with a thorough awe of Russian officialdom, often at the expense of even a modicum of understanding of fundamental Orthodoxy or Russian history. At that time, when Jordanville was still baiting the "Paris school" (Which you still perpetuate), this FRAUD, who was to become Fr. Seraphim Gan, "cultivated" by a certain hierarchical clique, found it so very "Russian" and "sophisticated" to "try" to ruminate on the "Russian theology" of Fr. Sergius Bulgakov, Nicholas Berdiaev, Anton Kartashev and other personae of the Paris school, always failing to mention its more sober representatives like Archimandrite Kiprian (Kern) and speaking with disdain for traditionally Orthodox churchmen like Fr. Georges Florovsky and Vladimir Lossky, who at one time or another had some association with the Institute of Saint Sergius. When it was brought to his attention on occasion that Fr. Bulgakov and his teaching was condemned by ROCOR and the MP as HERETICAL, Fr. Gan found that to be "typical" of the "old school" and intimated its "boorish lack of enlightenment" in hushed conversation. Witnessing where he has piloted ROCOR's website has only confirmend appreciation for the contempt this cleric has for Russian Orthodox traditional theologians and traditional Russian Orthodoxy.

His grandfather, being of a confessor temperament, would disown this Judas as a bareheaded Renovationist, something which he considered even more vile than a "sergianist." Alas, his grandson has demonstrated his esteem for TRUE RUSSIAN ORTHODOX THEOLOGY AND TRADITIONALISM. Sic transit gloria mundi.

Curiously, where has your "variance" with the ROCOR website and certain ROCOR "personae" been, Fr. Phillips? Where were your words when Fr. Lebedev UNILATERALLY vacated the decisions of the San Francisco ROCOR sobor, which predicated reunion with the Patriarchate only after ecumenical activity was renounced and cessation of participation in the WCC called upon to be permanent?! Why did you not cite your "traditional Orthodoxy" and "fidelity to the Russian historical church" then?! Where are your words today when your Archbishop Arndt is praying with heretics and also pursuing freemasonic associations in the "New Europe"?!

To be an Orthodox cleric and yet so disingenuous and dishonest is, frankly, beneath contempt, but ever so +Kallistos Ware in modus operandi, quite dishonestly English.

Of course, by now you have become aware of Elder Raphael's call to act to safeguard the Russian church from (neo-)Unia and the Nikodimite orientation which is threatening Russian Orthodox renewal and perverting it as this correspondence is typed. Why is it you choose to ignore it in your +Kallistos Warean "confessorship"?! Why is it you choose to ignore that the HERETICAL Metropolitan of Volokolamsk has been instructed to advance the RENOVATIONIST agenda of the "Eighth Ecumenical Council" with the UNIATIZING EP, an agenda which includes not only an imprimatur for the New Calendar but a new paschalion, recognition of "papal primacy," formal adoption of "Two Lungs Ecclesiology" (Wasn't this condemned at the 2000 Moscow Sobor as "unacceptible and heretical ecumenism"?!), recognition of Latin "sacraments," second and third marriages for Priests and even Bishops, and the list goes on and on?! Perhaps, your +Kallistos Wareanism and its intentional deception and hypocrisy finds comfort in this orientation and its celebration by the ROCOR website. After all, it would allow you to not jettison your Anglican baggage (along with your Bishop Jerome and your Archbishop Arndt), would it not and be a triumph of the "comprehensiveness" of your (former?) Anglican "denomination"?!

Tell us, Father, how you reacted to the deposition of Bishop Diomid and condemnation of his anti-ecumenism by your European ROCOR Bishops, who then proceeded to vote for the election of a Nikodimite and his curia to rule the Moscow Patriarchate?! Perhaps, the neo-Nikonianism inherent in such betrayal of Russian Orthodoxy is what attracted you to silence and "appreciating the foresight and propriety" of such Iscariotism.

Tell us, Father, have you ever encountered the Russian expression "GOD IS NOT MOCKED!"?!

No, Father, your deception and BETRAYAL of Orthodoxy, historical Russian Orthodoxy in this instance, is beneath contempt.

These correspondences are being addressed to you, Father, for you presume to "wear the mantle" of Orthodox Traditionalism in the New ROCOR. While, your fellow ROCOR clergy are also addressed in commensurate condemnation of their betrayal of Orthodoxy in a spiritual counterfeit they are perpetrating with you. Your lack of shame, of honesty, of fundamental Christian decency is hatefully beneath contempt; while the ROCOR flock is being informed of YOUR COMPLICITY in the Nikodimite ruin that is overshadowing the Russian church today.

You, Father, along with those clergy who walk your path of betrayal with you, will not relish reformation of the Orthodox Church. You will be held to account and stopped.

Of course, an explanation for your willful betrayal of Christ's Church and the Russian local church would be appreciated. Perhaps an understanding as to why your "Traditionalism" lacks such consistency and why the Anglican petticoat shows even upon a cursory examination of your misdeeds. Please explain for the ROCOR faithful (and those of the Russian church as a whole) just what exactly you are trying to accomplish with your "confessorship." Can it be that your "sin by silence" is something not fully understood and appreciated even by yourself?!

Do tell us, Father. Do condescend from your Warean perch to enlighten the "unwashed" (Yet Bishop Jerome celebrates he truly is unwashed?!) and explain to us the contradictions inherent in your "Orthodox pastorship."

Perhaps, your fellow ROCOR clerics can also explain why they tolerate freemasonry establishing itself amongst the ROCOR higher clergy and their acceptance of the Alfeev-Lebedev neo-Mysteriology and its accompanying ecclesiology.

They are your contemporary St. Cyprians of Carthage it seems.

That is, of course, when you can emancipate yourself of the notion that you are "above the Russian Orthodox flock" and "don't have to answer to them."

No, Father, in a good year, your silence and haughtiness would be a disgrace to Russian Orthodox clerics and a statement of false "traditionalism," but in this Nikodimite season of neo-Unia, you and those ROCOR clerics with you have become reminiscent of the handful at Brest in 1596 who proclaimed a "submission to the Holy Father" they had already made in 1595 at the behest of the Polish crown.

The holy memory of such Russian confessors as St. Athanasius of Brest and St. Germogen of Moscow sits in judgement of those ROCOR "traditionalists" like yourself. Perhaps, you might mention them in your next Warean "history lesson" and explain to us why the House of Romanov was chosen to rule Russia in 1613 in the face of Polish attempts at conquest and unia.

This correspondence is written, Father, for the benefit of the Russian flock that they see you and your compatriots for who they are, that they begin appreciating the threat your quiet betrayals and ommissions foreshadow. You ROCOR clerics are betraying Orthodox Russia and the Russian land and people in your feigned "traditionalism."

САМОЗВАНЦЫ ОТ РЕЛИГИИ И КАК С НИМИ БОРОТЬСЯ

Уважение к традиционным конфессиям, свойственное подавляющему большинству жителей России, зачастую пытаются использовать в своих целях мошенники - от неизвестных в монашеском облачении, собирающих на улицах деньги "на восстановление храма", до зарегистрированных организаций, умудряющихся получать из разных источников немалые гранты. От подобных самозванцев страдает почти каждая религиозная организация - не только в России, но и за рубежом.

Так, в начале марта в Нижегородской области был арестован торговец наркотиками, который в округе был хорошо известен также тем, что в качестве православного священника предлагал услуги по "исцелению больных" за солидное вознаграждение. Как выяснилось, преступник действительно когда-то был священником, но несколько лет назад был отлучен от Церкви за совершение "богослужений на дому".

16 марта в Санкт-Петербурге сотрудники ГУВД заявили о задержании целой группы лиц, совершавших за деньги отпевания умерших в морге рядом с Елизаветинской больницей. В оборудованной мошенниками при морге комнате-часовне висела табличка, возвещавшая, что часовня относится к Московскому Патриархату и благословлена митрополитом Санкт-Петербургским и Ладожским Иоанном. На самом же деле часовня принадлежала крохотной секте, - последователей Вадима Лурье, который именует себя "епископом Григорием". Органы считают, что прибыль мошенников ежемесячно достигала полумиллиона рублей.

Вообще представители сект и секточек, отколовшихся от православия, часто выдают себя за православных. Например, "истинно-православные" последователи Леонида Прокопьева, бывшего офицера ГРУ, ныне именующего себя "епископом Рафаилом", часто "работают" в моргах, выдавая себя за православных священников.

Не редкость подобные истории и у мусульман: зачастую от имени верующих выступают организации, никого, кроме своих организаторов, не представляющие. Рекордсменом среди них можно по праву назвать руководителя так называемого "Исламского культурного центра России" Абдул-Вахед Ниязова. Этого псевдо-исламского деятеля уже почти два десятка лет разоблачают и сами братья-мусульмане и всевозможные СМИ, но упорный "лидер" правоверных, как говорится, не тонет и продолжает выступать от имени всех мусульман России не только у нас в стране, но и за рубежом. К сожалению, это не единственный случай, на днях в прессе появились сообщения еще об одной организации, претендующей на лидерство в мусульманской умме. Это так называемая "Лига мусульманских журналистов", созданная семейной парой, что не мешает ей выступать от имени всех мусульманских журналистов России.

Россия - не исключение: подобных ловкачей хватает и за границей. Одним из самых удачливых был Раффаэлло Фолльери, который умудрился убедить американский бомонд (включая тогдашнего президента Клинтона), что является финансовым директором Ватикана, и намекал, что может помочь дешево приобрести церковную недвижимость. Пять лет Фолльери водил за нос всех. Прежде чем его арестовали за мошенничество, незаконную перевозку и отмывание денег, самозванец успел даже обручиться с популярной актрисой Энн Хэтеуэй.

Впрочем, в отличие от наших соотечественников, ловкий мошенник получил вполне реальный тюремный срок. У нас же деятельностью сомнительных религиозных организаций практически никто не занимается, а безнаказанность провоцирует появление все новых и новых Хлестаковых от религии. Подобная вакханалия наносит ущерб в первую очередь сотням миллионов наших граждан, "среди которых 85-90% – это верующие: православные, мусульмане и люди других вероисповедований. И, хотя у нас Церковь отделена от государства, она не может существовать вне правового поля", - считают наши эксперты.
О необходимости навести порядок среди общественно-религиозных организаций высказались священнослужители и эксперты REGIONS.RU, многие из которых считают, что необходимо также ужесточить правовые нормы борьбы с религиозными самозванцами и "условия регистрации религиозных объединений, внеся поправки в закон о вероисповедании, который на сегодняшний день слишком либеральный... Совсем недавно президент сказал, что люди в погонах, совершившие преступление, должны нести более серьезное наказание, чем обычные рядовые граждане, поскольку тем самым они дискредитируют все правоохранительные органы. В случае с религиозными мошенниками ситуация аналогична... правоохранителям следует относиться более внимательно к людям, которые занимаются спекуляцией на религии, применяя к ним более строгие наказания", - считают эксперты REGIONS.RU.


Настоятель храма святителя Митрофания Воронежского протоиерей Димитрий Смирнов также уверен, что правоохранительные органы должны пресекать всякую незаконную деятельность, вне зависимости от того, имеет ли она религиозную окраску или нет.

"Деятельность, осуществляемая якобы от лица традиционных религиозных организаций теми, кто к этим организациям не имеет отношения – это, по сути, незаконное предпринимательство. Я бы так это назвал", - сказал он.

"А бороться с разного рода мошенничеством и обманом – прямая обязанность соответствующих правоохранительных органов. Здесь, по-моему, все очевидно. Нужно элементарно проверять документы у всех таких лиц и организаций, выявлять нарушителей и наказывать. Во всем мире так и делают", - добавил протоиерей.


Протоиерей Владимир Вигилянский, глава пресс-службы Московского патриархата, отметил, что проблема религиозных мошенников существует давно.

"Священноначалие Русской Православной Церкви бесчисленное количество раз говорило о том, что оно запрещает сбор денег на улицах. Поэтому те люди, которые собирают деньги на улице – это либо мошенники, либо, может быть, и православные люди, но делающие это без благословения своего начальства. Я бы советовал гражданам не отдавать деньги этим людям, потому что они делают это незаконно", - сказал он.

"Что же касается мошенничества, то религиозное оно или нет, все равно это уголовно наказуемое деяние. От наших правоохранительных органов каждый человек ждет, чтобы закон действовал. И мы, безусловно, надеемся на то, что эта незаконная деятельность будет пресечена", - добавил отец Владимир.

Руководитель службы коммуникации Иваново-Вознесенской епархии иеромонах Макарий (Маркиш), известный православный публицист и миссионер, один из авторов "Основ учения Русской Православной Церкви о достоинстве, свободе и правах человека", считает, что проблему с религиозными мошенниками государству и российскому народу следует решать сообща.

«Проблема с религиозными самозванцами очень серьезна. Ее появление напрямую связано с тем, что сегодня мы живем в свободной стране и в свободном обществе, - со всеми преимуществами и трудностями этой свободы. Поэтому чтобы таких мошенников подвергать соответствующему уголовному наказанию, от государства соответственно требуется законодательная воля, а от народа России исполнительная решимость, поскольку борьба с самозванцами – это наше общее дело, а не только государственное», - сказал он.

Священник рассказал, что, проходя мимо религиозных самозванцев, он всегда звонит в милицию, сообщая об их деяниях, тем самым исполняя свой гражданский долг. «Таких людей надо убирать за решетку. Кстати, не будет лишним, если в России введут штрафы и для тех людей, кто дает деньги мошенникам, тем самым, поддерживая их деятельность», - считает он.

«Дела верующего человека – это дела государства. 85-90% населения РФ – это верующие: православные, мусульмане и люди других вероисповедований. Хотя у нас Церковь отделена от государства, она не может существовать вне правового поля», - заключил отец Макарий.


«Достаточно серьезной» проблемой российского общества считает религиозных самозванцев клирик храма Сорока мучеников Севастийских у Новоспасского моста, главный редактор журнала "Наследник", духовник молодежной организации "Молодая Русь" протоиерей Максим Первозванский.

«Обманутые такими мошенниками часто так и не понимают, что имели дело с самозванцами, и винят во всем конфессии, от имени которых эти самозванцы выступали», - сказал он.

По мнению священника, «способ борьбы с подобными самозванцами единственный – религиозное просвещение. Как правило, обманутыми становятся именно непросвещенные в той или иной области люди, - как, например, в свое время неготовых к новой экономике людей легко обвели вокруг пальца учредители "финансовых пирамид". Люди должны разбираться в традиционных российских религиозных культурах, чтобы подделку отличать от оригинала».

«Кроме того, - продолжил он, - надо перестать относиться к религии потребительски, считая, что за подаяния списываются грехи. Люди должны понимать, что Церковь не оказывает услуги. Религия – это связь с Богом и высшими силами, а не процесс «купи-продай». Ведь именно на таком отношении и паразитируют мошенники. Причем этой просвещенческой задачей должны заниматься в совокупности государство, общество и религиозные конфессии».

Отец Максим считает, что «поскольку у Церкви, государства и общества есть общие задачи, то Церковь ни в коем случае не должна существовать вне правового поля». «Конечно, есть вопросы, по которым государство и Церковь не пересекаются. Например, это вопросы богослужения. Однако подавляющее большинство граждан нашего государства являются верующими людьми, и государство, естественно, должно заниматься их защитой. К тому же интересы государства определяются интересами его граждан», - заключил священник.



Священник Димитрий Арзуманов, настоятель храма св. првд. Иоанна Кронштадтского в Жулебине, отметил, что религиозное мошенничество - вопрос очень тонкий.

"Не знаю, как обстоят дела с другими традиционными конфессиями, но я почему-то чаще всего сталкиваюсь именно с православными или с теми, кто выдает себя за таковых. Это якобы послушники, собирающие деньги на восстановление совершенно неизвестных мне православных монастырей, и люди, часто очень похожие на православных монахов и священников", - рассказал он.

"Беда в том, что как порой бывает сложно отличить профессиональных попрошаек и проходимцев от действительно нуждающихся людей, так же сложно распознать и самозванцев. А ведь нельзя же запретить человеку по доброй воле подавать просящему, кем бы он ни был, или жертвовать на любую организацию", - отметил отец Димитрий.


Священник Павел Грачев, настоятель храма Св. Троицы деревни Макеиха Рузского района Московской области, отметил, что мелкое мошенничество, например, сбор церковных пожертвований на улице официально запрещен церковным начальством, и люди воцерковленные это знают.

"Что же касается разных околорелигиозных или околоцерковных организаций, претендующих на гранты, то мне кажется, что это в первую очередь проблема экспертов тех фондов, которые собственно и распределяют эти гранты. Это уж им решать, кому давать деньги, а кому - нет", - считает священник. "И если речь не идет о прямом мошенничестве или вымогательстве, то, вероятно, вполне можно обойтись без вмешательства правоохранительных органов", - заключил он. Когда же очевиден ущерб - моральный или материальный - то здесь уже должны действовать общегосударственные правовые нормы.


Священник Георгий Белодуров, клирик Воскресенского (Трех исповедников) храма г. Твери, сотрудник миссионерского отдела Тверского епархиального управления, считает, что бороться с религиозными мошенниками следует с помощью духовного просвещения.

"В свое время Москва начала борьбу с такими самозванцами. Столичное правительство приняло постановление о том, что никто не имеет право собирать пожертвования на восстановление храмов без специального разрешения Московской епархии. И хотя попрошаек "православного" вида стало меньше, однако о запрете и посейчас мало кто знает. Этим незнанием людей и пользуются аферисты. Поэтому необходимо в срочном порядке заниматься духовным просвещением людей, которые должны знать, что могут стать жертвами мошенников. На мой взгляд, это должна быть совместная работа Церкви и государства", - сказал священник.

Отец Георгий также считает, что "раз Церковь по своей сути является объединением граждан по религиозному принципу, то она, равно как и верующие, не должна жить вне правового поля". "Государство же вправе вмешиваться и в дела верующих, однако при этом действовать оно должно в соответствии с церковными канонами", - заключил священник.



К борьбе с религиозными самозванцами призвал муфтий Чувашии, первый зампред ЦДУМ России, член ОП РФ Альбир-хазрат Крганов.

«К сожалению, действительно, сегодня в стране создаются фиктивные организации, которые от имени веры и религии занимаются мошенничеством. Более того, они все время пытаются навязать нашим детям чуждое понятие религии. И эта проблема существуют во всех традиционных российских конфессиях», - сказал он.

По мнению муфтия, «противостоять подобным аферистам можно будет только в том случае, если создать некий экспертный совет при Минюсте, который, прежде всего, провел бы некий аудит всех существующих религиозных организаций на наличие действительных прихожан и религиозных объектов культа. Этот совет должен проводить проверки, которые позволят дать соответствующую оценку работе той или иной религиозной организации».
«Кроме того, - продолжил он, - необходимо также ужесточить и условия регистрации религиозных объединений, внеся поправки в законе о вероисповедании, который на сегодняшний день слишком либеральный».

Альбир-хазрат подчеркнул, что «все мы живем в правовом поле правового государства. А, следовательно, и религиозные организации не должны существовать вне его. Кроме того, истинно верующим и законопослушным людям нечего бояться законов».



Мухаммедгали-хазрат Хузин, председатель Духовного управления мусульман Пермского края (ДУМ ПК), считает, что религиозные самозванцы – это проблема общегосударственного масштаба.

«Из-за религиозных самозванцев в России заваливаются очень важные социальные и экономические проекты, некоторые из которых разрабатываются на госуровне. Такие фирмы-однодневки и общественные объединения, которые по сути являются аналогами организаций типа «Рога и копыта», как, например, «Исламский Комитет России» или «Исламский культурный центр России», и состоят всего из двух-трех, а то и полутора человек, занимаются тем, что обманывают общественное сознание», - отметил он.

По словам муфтия, «за счет обмана такие самозванцы невообразимо раздувают представление о своей значимости и деятельности, там самым зарабатывая в том числе и политические дивиденды. Так, в частности, когда-то во время выборных кампаний «Исламский культурный центр России» умудрялся «продать» 20-25 млн. голосов российских мусульман».

«Подобные аферисты, безусловно, наносят большой урон всей России в целом, причем как внутри страны, так и за ее пределами. Например, приезжая в арабские страны, эти «деятели» представляются «советниками президента РФ» или «посредниками между Кремлем и мусульманским сообществом России», чем и наносят на международном уровне урон интересам России и мусульманским объединениям», - подчеркнул он.

Мухаммедгали-хазрат убежден, что «органы госвласти должны «одергивать» всех религиозных проходимцев через Минюст, Генпрокуратуру и другие органы правопорядка».
«Бороться с такими самозванцами необходимо с помощью установленных норм Уголовного и Административного кодексов. Кроме того, также необходимо, чтобы представители всех российских традиционных конфессий начали вести четкую разъяснительную работу, которая покажет обществу кто есть кто: где честные организации, а где мошенники»,
- считает он.

Муфтий также отметил, что «Церковь и религиозные объединения должны находиться в едином правовом пространстве государства. Однако при этом государство не должно чрезмерно вмешиваться в дела религиозных объединений. Вмешательство государства должно быть минимальным».
«А вот что касается самих верующих, то здесь у государства нет никакого права вмешиваться в их дела»
, - заключил Мухаммедгали-хазрат.


Бороться с религиозными самозванцами - это задача государства, считает заместитель председателя Духовного управления мусульман Европейской части России Дамир-хазрат Гизатуллин.

"Государство в лице местных властей обязано бороться с помощью действующего законодательства с теми, кто говорит от имени всех мусульман или всех христиан, не имея на это никаких оснований. Действия таких злоумышленников необходимо останавливать в срочном порядке, чтобы восстановить справедливость, которая заключается в том, что все традиционные конфесии служат на благо народа", - сказал он.

"В нашем обществе должны быть мир, согласие и любовь. Наши деды и отцы создали "многоконфессиональное общежитие", и мы обязаны сохранить их труды, а не разрушать. Поэтому все дела должны вестись в рамках закона", - отметил муфтий.

Он глубоко убежден в том, что "современное законодательство должно ограничивать работу и действия религиозных сект". "В России очень сильная религиозная демократия, однако, находятся те, кто хочет воспользоваться этим лишь себе в угоду", - заметил Дамир-хазрат.

"Государство и Церковь должны помогать друг другу. Их взаимодействие должно осуществляться в рамках правового поля. Это требуется для полноты религии. Кроме того, поскольку все мы являемся гражданами России, то и законы государства писаны для всех: как для верующих, так и всех остальных наших соотечественников. Мы все обязаны исходить из этого постулата. Верующие же люди обязаны соблюдать все государственные законы, и плюс к тому, еще и свои внутренние установления, которые не противоречат российскому законодательству", - заключил Дамир-хазрат.




Общественные организации не должны выдавать себя за религиозные и выступать от имени всех верующих, считает председатель Духовного управления мусульман Карачаево-Черкесии и Ставропольского края Исмаил Бердиев.

«К сожалению, мошенники всегда были, есть и будут. Однако, безусловно, вести борьбу с самозванцами необходимо. Ни «Исламский культурный центр России», ни «Лига мусульманских журналистов», ни «Исламский комитет России» не имели право выступать от имени духовенства, поскольку не являются религиозными объединениями. ДУМ Москвы следовало бы вести наблюдение за подобными организациями», - сказал он.

Говоря о способах борьбы с религиозными самозванцами, муфтий считает, что со своей стороны «российские духовенства могли бы проводить профилактические мероприятия, в ходе которых разъясняли людям, как вычислить и противостоять таким мошенникам».

По его словам, основная же ответственность за борьбу с религиозными самозванцами должна ложиться на плечи государства. «Бороться с такими аферистами должно государство в лице правоохранительных органов на основании действующего в стране законодательства. Поскольку отслеживать ситуацию в обществе, чтобы не было всякого рода мошенников, особенно религиозных самозванцев – это одна из основных функций правоохранителей», - отметил муфтий.

«В России Церковь не может вмешиваться в политические дела государства, поскольку религия отделена от него. Однако при этом Церковь не должна находиться за пределами правового поля. К тому же, государство состоит из общества: из верующих людей и атеистов. Поэтому оно вправе вмешиваться в их дела, особенно в таких случаях, как с самозванцами», - заключил Исмаил-хаджи.

«В России, да и не только, есть кучки самозванцев, которые стремятся получить некий авторитет и обогатиться, за счет того, что вводят в заблуждение верующих людей. Такие религиозные мошенники представляют серьезную угрозу. Поэтому с подобными самозванцами необходимо начать борьбу в срочном порядке. И здесь свое слово должно сказать государство», - считает председатель Духовного управления мусульман Кабардино-Балкарии Анас-хаджи Пшихачев.

Муфтий отметил, что «как у православных, так и у мусульман, на сегодняшний день есть официально принятое законом духовенство, которое наряду с государством также должно защищать верующих от мошенников. Однако именно государство должно внести изменения в закон о религиозных объединениях, который на сегодняшний день слишком либерален. Его надо доработать, ужесточив, чтобы для религиозных мошенников не было никаких лазеек».

«Конечно, борьба с такими аферистами не должна остаться и без участия СМИ», - считает он.

«Религиозные самозванцы – это очень серьезная проблема для России. Поэтому в борьбе с ними должны быть задействованы все: государство, религиозные организации, СМИ и верующие», - резюмировал Анас-хаджи. Он также обратил внимание на то, что «на сегодняшний день, представители псевдорелигиозных организаций прикрываются тем, что по закону Церковь отделена от государства. И когда власти начинают вмешиваться в их дела, самозванцы тут же тычут им в лицо этим законом».

«Любая религиозная организация должна подчиняться букве закона. Поэтому я глубоко убежден в том, что Церковь не должна существовать вне правового поля. А поскольку верующие люди живут в светском государстве, то оно вправе вмешиваться в их дела», - подытожил муфтий.

Заместитель председателя ЦДУМ РФ, муфтий Астраханской области Назымбек-хазрат Ильясов призвал российских чиновников и спецслужбы бороться с самозванцами с помощью уголовного законодательства.

«Деятельность всех организаций, в том числе и религиозных, должна быть подотчетной. А ото всех жуликов и пройдох уже давно пора избавится, и для этого есть немало способов, например, нормы УК РФ. Однако я не понимаю, куда смотрят чиновники и правоохранители, раз позволяют аферистам свободно разгуливать по улицам! И за что только они получают зарплату?!» - воскликнул он.

Одной и таких аферистских организаций муфтий считает «Исламский культурный центр России» под руководством Абдул-Вахеда Ниязова, который, как он напомнил, «в прошлом носил фамилию Медведев».
«За его плечами числится не одна подобная организация. Однако по непонятным причинам ему всегда удавалось уходить от ответственности, хотя Бог уже давно предопределил ему лишь одно место – тюрьму. Неужели его так трудно разоблачить и вывести на чистую воду? Кто он такой, чтобы вводить в заблуждение российских мусульман и обманывать государство?» - задал риторический вопрос Ильясов.

«Конечно, будет неправильно, если государство не станет вмешиваться в дела верующих, но Церковь должна существовать в рамках правового поля. Нельзя позволять отдельным людям нагнетать серьезную обстановку во всей стране. Тем более что мошенники – это удел именно государства, которое обязано таких людей выводить на чистую воду», - подытожил Назымбек-хазрат.



Религиозные самозванцы наносят значительный ущерб России и ее народам, дестабилизируя ситуацию в стране, считает муфтий Ростовской области Джафар Бикмаев.

"Когда от имени всех российских мусульман выступают самозванцы, это очень прискорбно. С такими мошенниками надо бороться незамедлительно. Однако эта борьба должна вестись не только со стороны духовенства, но и со стороны государства, в частности, правоохранителей, которые в соответствии с российским законодательством вправе наказать мошенников по всей строгости", - сказал он.

Муфтий также отметил, что уже не раз поднимался вопрос относительно ужесточения закона о религиозных организациях. "Этот закон очень сырой и требует совершенствования и ужесточения. Пока что у нас так получается: чтобы открыть Духовное управление, достаточно всего трех человек. И такие случаи уже были", - отметил он.

Джафар-хазрат рассказал, что Ростовская область очень активно борется с религиозными самозванцами. "Недавно был случай. Мне позвонили и сказали, что ведутся денежные сборы на паломничество в Мекку. Я очень удивился, поскольку кроме ДУМ никто не вправе организовывать поездки в такие святые места. Аферисты же просят за паломничество немалые деньги: порой цена доходит до 100 тыс. рублей. Поэтому в виду таких обстоятельств мы попросили людей докладывать нам номера телефонов и адреса тех организаций, которые предлагают эту поездку в обход духовенства", - поведал муфтий.

Говоря о том, должна ли Церковь существовать в рамках правового поля, Джафар Зуфярович заметил, что "безусловно, по закону Церковь отделена от государства, но это вовсе не значит, что она должна существовать вне правового поля". "Что же касается верующих людей, то они также должны жить в рамках закона, поскольку чтить законы государства религия обязывает", - заключил Джафар-хазрат.


"То, что от имени мусульман или православных выступают религиозные самозванцы, - в этом, конечно, нет ничего хорошего. Это неправильно, когда кто-то пытается нажиться путем обмана. И в данном случае должны быть задействованы силы государства, которые привлекли бы мошенников к ответственности", - считает вице-президент, ректор Северо-Кавказского университетского центра исламского образования и науки Максуд Садиков.

По его мнению, причиной появления таких мошенников стоит считать слишком вольготный нынешний закон о религиозных организациях. "Этот закон требует качественной доработки, в том числе и в плане его ужесточения. Он должен стать более конкретным и требовательным особенно к таким аферистам", - убежден Садиков.

"К счастью, на территории Дагестана нет таких религиозных аферистов. Однако все же необходимо задействовать профилактические меры по всей России, в частности, осведомлять людей о таких самозванцах", - отметил Максуд Ибнугаджарович.

"Религиозные самозванцы - это проблема касается и государства, и общества, и священнослужителей, и всех верующих. Поэтому в данном случае ни Церковь, ни другие конфессии не могут находиться за пределами правового поля. Более того, в подобных ситуациях государство вправе вмешаться в религиозные дела. Ведь основная функция государства - это защищать общество, в том числе верующих", - подытожил Максуд Садиков.


Священник Эдуард Шатов, директор центра семьи Римско-Католической Архиепархии Божией Матери в Москве, озабочен серьезностью существующей во всем мире проблемы с религиозными самозванцами. "Случаи подобного самозванства существуют не только в России, но и за рубежом. Известна масса примеров, когда люди, ничего не имеющие общего с Католической Церковью, выдавали себя за священников. Так во Франции был случай: настоятель одного прихода оказался самозванцем. Причем узнали мы об этом абсолютно случайно. Дело в том, что в Католической Церкви у каждого священника есть документ, который свидетельствует о его принадлежности к клиру, и выписан он самим епископом. Просто так получить этот документ невозможно. Обычно мы не просим священников показывать такие свидетельства, но в один прекрасный момент мы все же попросили этого "настоятеля" продемонстрировать его. И на этом история с самозванцем закончилась", - отметил отец Эдуард.

По мнению священника, есть несколько способов бороться с религиозными самозванцами. "Во-первых, иерархическим структурам всех российских конфессий необходимо проследить, как те или иные религиозные организации, находящиеся на территории страны, выражают свое присутствие в различных социальных областях. Для этого необходимо очень четко обдумать, как ввести в России институт капелланства, дающий право обратиться к тем, кто представляет ту или иную конфессию при медицинских заведениях, при приютах, детдомах, а также каких-то очень важных коммерческих учреждениях. Только когда мы будем знать, кто и за что это отвечает в различных религиозных общинах, можно будет легко разоблачать самозванцев", - сказал он.

Кроме этого, считает отец Эдуард, "российские СМИ могли бы организовать и провести встречу с представителями различных религиозных общин, сделать серию статей или репортажей на эту тему, осветить данную ситуацию в тех изданиях или на тех телеканалах, которые смотрят большинство людей, при этом, не предоставляя привилегий какой-то одной церковной общине".

"Между конфессиональными структурами должен быть установлен диалог, который позволит улучшить сложившуюся в России ситуацию, поскольку все будут знать: кто к каким инстанциям апеллирует, кто и за что отвечает, кто имеет возможность вмешиваться в те или иные дела, а кто и куда вмешиваться не имеет права. Этот диалог очень важен, тем более что определенная регуляция религиозных организаций, безусловно, нужна. Кстати, все это также говорит и о том, что Церковь не должна существовать во вне правового поля. Однако оно должно быть определено в очень конструктивном и доверчивом диалоге между государством и религиозными общинами. А вообще, борьба с самозванцами это дело как государства и Церкви, так и общества в целом", - заключил священник.




"Религиозные самозванцы - это очень серьезная проблема с любой точки зрения, поэтому борьбу с ними необходимо вести за счет объединения усилий государства и Церкви", - заявил доцент МФТИ, кандидат богословия, заведующий кафедрой философии Православного Свято-Тихоновского гуманитарного Университета Виктор Лега.

По его мнению, "сам факт появления таких мошенников напрямую зависит от безграмотности россиян в делах церковных. Так, например, на сегодня очень многие не знают, что патриарх Кирилл запретил собирать священнослужителям и монахам милостыню. В этой связи возникает необходимость массового просвещения граждан в области религии, причем начинать надо со школ".

"Что же касается правовых норм борьбы с религиозными самозванцами, то совсем недавно президент сказал, что люди в погонах, совершившие преступление, должны нести более серьезное наказание, чем обычные рядовые граждане, поскольку тем самым они дискредитируют все правоохранительные органы. В случае с религиозными мошенниками ситуация аналогична. Поэтому могу посоветовать правоохранителям относиться более внимательно к людям, которые занимаются спекуляцией на религии, применяя к ним более строгие наказания", - отметил Виктор Петрович.

Виктор Лега также предложил "прежде всего разобраться, что же такое отделение Церкви от государства". "Она отделена от государства только лишь в том, что не занимается управлением: не советует ни президенту, ни министрам, ни членам парламента, какие надо принимать законы. Но Церковь состоит из людей - из граждан государства, которые по Конституции имеют полное право исповедовать любую религию. Однако господа атеисты спекулируют на юридической безграмотности населения: раз Церковь отделена от государства, то будьте добры вы - граждане Церкви, - вон из государства, а управлять им будем мы - атеисты. Поэтому нет сомнений в том, что Церковь должна существовать в рамках правового поля", - подчеркнул он.

"Что же касается права государства вмешиваться в дела верующих, то если верующий человек нарушает закон, оно вправе это делать. В противном случае, у государства нет права вмешиваться в общинные дела", - заключил Виктор Петрович.

Борис Якеменко, член Общественной палаты РФ и руководитель православного корпуса движения "Наши", призывает не считать религиозных самозванцев терпимым явлением.

"Подобные самозванцы - это достаточно серьезная проблема для всего российского общества, как и другие прохиндеи и шарлатаны, которые под видом инвалидов просят подаяние в метро или "колпачат" людей с помощью продаж несуществующих машин и квартир. Таких много, однако, это вовсе не значит, что надо мириться с таким положением дел", - заявил он.

"Православная Церковь уже начала вести серьезную борьбу с такими мошенниками. Так, в свое время, покойный Алексий II категорически запретил священнослужителям осуществлять сбор пожертвований за пределами храмов", - рассказал Борис Григорьевич.

"Однако, - продолжил он, - не лишним в такой ситуации будет снова заняться просвещением людей - предупредить их об опасности таких самозванцев. Поэтому я надеюсь на скорый рост среди россиян их религиозной грамотности. Только тогда нам удастся свести назревшую проблему на нет".

"Вне правового поля государства никто не может существовать, в том числе и Церковь. Она отделена от государства, но не отделена от общества. А закон для всех один: как для верующих, так и нет", - заключил Борис Якеменко.
